Lindsey, The build file that was checked-in had a different output directory for the build process. It went to a ../deployment/dist/webapps directory. I have checked in a new build.xml file that correctly places the output into the ./staging directory.
If you wish to change it locally the "webappsRoot" property in the build.xml will contain the value. We had a build.bat file that we removed because it was lame, all it did was call ant.
