Menus in a menuBar widget will completely cover the menuBar when placed at the
bottom of the browser window or if the browser is resized to just below the
menuBar. The menu floats above the menu bar instead of below it, which is the
correct behavior, but it should start at the very top of the menu bar and not
the bottom.
