Only partially fixed. There's still a race condition where if you mouse over 
the outside element and then the inside element before the first tooltip shows 
up, then both will show up, not just one.

Try it in the widget example. Move the mouse to the right of the button, then 
into the button, in less than about half a second. The tooltip will still 
appear for both
