Xmodify: No way to include macros/mcos from another file.

It's not possible to include macros from another file for multiple reasons:
1. Macros must be at the beginning of a file, and xIncludes are loaded after
all of the macros and mcos are loaded
2. If including more than one macro, they must be inside a root element in the
file being included, which cannot be XAL
