Thanks - I see your changes. 

How do we want to handle such reports in the future?  What could/should
be included?  And who can/should submit them? I am happy to take it on
(I am a user). I jumped in here because I knew it was due.  

Looking at other reports, I think including development (status and
plans) community (including statistics, new committers, conferences,
public  mentions, project outreach, etc.), documentation and
infrastructure issues (site, etc) as well as updates on key project
criteria make sense.

 I filled in the XAP entry on the Feb report Wiki, I took a couple of
things from here like the Wiki progress but most of it I left off...

Some of these things are new to me which is weird given that it is
supposed to be a summary of progress made and discussions had.
