Open the table widget component test
Click between two columns to resize them. Notice the little black line that 
shows how big the column will be when resized. The line goes from the top to 
the bottom of the table.
Now expand a row and click between the two columns again. The black line 
doesn't extend down to the bottom of the table anymore, because the table is 
taller
