Xastir should configure/build just fine with Motif if Motif -libs and -devel packages are installed; With LessTif if the Lesstif -libs and -devel packages are installed. It should be just a matter of tweaking the .deb package to spell out different dependencies. I don't mess with DEB packages so wouldn't be the one fixing it. For RPM packages it would be the *.spec.in files that would need to change (not directly relevant to this thread, but an example of a "package" file).
