I haven't played with very recent Tiger/Line data, but I remember they were going to be releasing in Shapefile format directly instead of the Tiger/Line database dump files they used before. Perhaps that's what you have downloaded. If you have .dbf/.shp/.shx files downloaded from their site, their stuff is already in Shapefile format and doesn't need to be converted. Whether Xastir is set up to read that particular format is another question.
