Yes.  Probably ImageMagick and/or GraphicsMagick for two.

gm convert -delay 20 -loop snapshot*.jpg animation.gif

That will create an animated gif that loops in your browser. See;

I think you can also great mpegs by changing the filename to "animation.mpg".
