In the latest Xastir CVS there are dbfawk files for some of the
Tiger 2008 Shapefile maps. Did you update to the latest CVS version
of Xastir?

Have you enabled things with similar names to what you describe on
the Map menu?

Map->Enable Area Color Fills.
