One yank here is that there is no consistency in the Tiger2008 files in terms of accuracy, quantity of information or the quality of information. So one county may be loaded with details down to the length of the gnat's whiskers on the local street corner and other ones may look as barren as the Sahara Desert.

Does anyone have a suggested set of files that we should download for the best
results?

For example, are the 2000 files necessary?

My guess is that we need the following at a minimum:
- All Lines (*edges*) - this appears to be the primary file for roads
- Area Hydrography (*areawater*) - this appears to be lakes and rivers

But I'm not sure about these things.
- Area Landmark (*arealm*)
- Point Landmark (*pointlm*)
- Current Block (*tabblock*)
- Current County Subdivision (*consub*)
- Feature Names Relationship File (*featnames*)

I suggest you download the entire county of your choice, assuming your internet bandwidth won't choke. Then, unzip one or more features. Bring up xastir to see what is important to you and what you might be missing. Better yet, unzip all six, then do a Map Choose to select each type, adding in more features. I have not done that yet, but it might prove enlightening.
