I fixed this problem. Thanks Jason Lee and others for your ideas and clues it led me in the right direction. It took some finding but I got it. Most of the usual locale and conf files proved useless. As you say you could make a script to execute xastir and fix it but for the record here is the fix.

change the file /etc/default/locale so that it reads LANG=C instead of LANG="en_US.UTF-8"
