Last advice worked beautiful!! Added the user to the group that owns the serial 
device.

    chmod 4755 /usr/local/bin/xastir

That will allow Xastir to open the serial port as root.

Alternative that would be more secure:  Add the user you run Xastir
as to the group that the serial port is owned by.
