Thanks for the info, Tom. I've looked at my DOQQs. They don't have collars, but they aren't regular rectangles (black triangles on the edges), so I'd need to merge them all into one ginormous geotiff, then warp, chop it up and convert to PNG. Oh, and then generate the .geo files.
