I looked at a RIDGE radar .geo file, and looked at the info I found on
findu.com.  Absolutely no guarantee I got it right.  I actually did a
brute force swapping of x1 <-> x2 and y1 <-> y2 to get it to work at
all.

From README.MAPS:

  Please also note that the coordinates in the .GEO files are expressed
  in decimal degrees, and are listed with longitude first then latitude
  on the TIEPOINT lines.

Maybe part of the issue?
