Did you set up any filters? Without filters, APRS-IS won't send you
anything at all except the periodic heartbeat comments.
Also, you might want to use rotate.aprs2.net or one of the "regional
rotate addresses) (http://www.aprs2.net/) to reduce the connection load
on the core servers which is what is behind rotate.aprs.net.

You can absolutely connect to rotate.aprs.net and see the same data that is on aprs.fi .
You can also run xastir in "internet server mode" where you have one copy connected to
rotate.aprs.net and it acts as an in house server that other copies of xastir can connect to. This
is useful to keep your internet bandwidth lower since you "relay" the data in house.
