No I'm wondering whether you're setting default PHG circles for everybody in Xastir...
If so and the selector is turned off for that, perhaps you're being hit with the
"LANG" problem. See the FAQ at:
http://www.xastir.org/wiki/Frequently_Asked_Questions
And search for LANG and LC_NUMERIC.
I may be grasping at straws here, but it's worth a quick check.
