The station you are receiving is this using a TM-D700 and/or are there
any known/unknown ;-) digipeaters using a TM-D700 as a digi?
I have read about stations cycling SSID (from 15 to 0) and this was
related to a mis configured TM-D700. (I have not been able to reproduce
this but in UK this seems to be a big problem for some time a few years ago)
