Xastir is a program that requires the X window system[1]. Ubuntu Server
generally does not have this installed, because it is designed for server
systems (the kind that are usually rack mounted, providing services to other
computers, and which don't usually have displays).
I think there might be some misunderstanding here. By default Ubuntu
ships with Gnome although there are several other options available
including KDE. Ubuntu is a desktop operating system.
I'm a Mandriva myself but and I have played with Ubuntu as well.
