"~/" refers to your home directory, so "~/.xastir" is the same thing
as "/home/youruser/.xastir".  If you are looking for it with the file
manager, it's a hidden directory, so you have to enable the viewing of
hidden directories.  I think it's under View in the menu - I am
writing this from Debian Squeeze with the XFCE desktop, which uses a
different file manager, and I don't remember exactly where it is in
Ubuntu.  Once you can see the directory, you can navigate to the
config directory under .xastir and edit xastir.cnf with gedit.

A alternative way to get to it would be to simply enter the following
commands in the terminal:

cd ~/.xastir/config
gedit xastir.cnf
