By default Xastir will gate APRS messaging and ACK/NAK packets to RF, but only 
if the station has been heard on local RF in the last hour.  This also requires 
the global gate-to-RF setting to be enabled, and the per-interface gate-to-RF 
setting to be enabled.

As far as objects, you'll have to try editing the 
"~/.xastir/data/nws-stations.txt" file as described in the README file to get 
those gated to RF.
