You've probably got crossed links for the directory paths.  The
packaged version probably installs in one place, the development
sources into a different place.

Try doing this:

Stop Xastir
cd
mv .xastir .xastir.save
Start Xastir

That should force Xastir to create a brand-spanking-new ~/.xastir/
directory and populate it, at which point you can look at the
~/.xastir.save/ directory (mostly the xastir.conf file) to figure out
what some of your previous settings were.  That should get your maps
working again, but your new directory for saving maps to is:
/usr/local/share/xastir/maps/
