Looks like you've got a barebones build. This could happen if you installed Magick but Xastir's configure didn't find it. Again, what does it say after "Libraries used" in "Help->About"? Did you build from source code? If so, could you re-run the configure script and post the block of text it emits at end, reporting which features are enabled or disabled?
