Looks like it needs the Geo::Shapelib perl module. http://search.cpan.org/dist/Geo-Shapelib-0.20/Shapelib.pm
Many modules are in the Debian repo, but I'm not sure if this one is or not. Usually they are not too hard to install via the cpan shell if not in a repo.
