Pretty much for the same reason that there used to be separate build instructions for every single release of Ubuntu from 6.04 all the way to the present: because someone wrote it that way back when the earth was still cooling, and it stuck.
There may have been a time when the two systems were more distinct, so it may have made sense at the time. If it doesn't anymore, "someone" should clean it up. If we consolidate, then at least the title of the Ubuntu page should be changed to "Ubuntu and Rasbian" --- lest someone less familiar with the underlying similarities not find the instructions. Perhaps even "Debian, Ubuntu, Raspbian, and other Debian variants" would be an appropriate consolidation. The problem here is that while this is a wiki that is supposed to be useful for community-edited documentation, we had such a horrid problem with spam and vandalism years ago that we had to lock it down so that "the community" can't just create an account and start editing. So now, getting a wiki account takes an email request from a user, then manual intervention by a sysadmin. What that means practically is only a few folks actually have edit rights to the wiki, and the few who do hardly have time to touch it. According to the user list page on the wiki, you not only have an account on the wiki, but also edit permissions. Feel free to clean up the install notes if you have the time and energy.
