Pandoc uses citeproc-hs, which in turns uses bibutils to convert different data; including bibtex. I'm pretty sure it (likely citeproc-hs) supports CSL JSON as well. I know there are python libraries out there that parse bibtex. Should be trivial to dump the results to CSL JSON. But there's nothing I'm aware of ATM.
