The projects in GitHub are a new feature, see their official blog

https://github.com/blog/2256-a-whole-new-github-universe-announcing-new-tools-forums-and-features

Two remarks:
 * The projects are currently stick to exactly one repository.
 * There can be several projects for a repo, each with a board with issues
and notes in different phases.
