Well that sucked. Plugins were rewritten but I didn't notice the scripts that were missing as well. They have now been regen'd too.
There was an 8min window where if users updated their repos they would see broken youtube/vimeo due to an unmet dep on plugin.cache. Hopefully that's not the case for many. For those affected, a manual repo update is all that's needed.
