the first thing i always check when someone submits a skin, is the
included fonts.
as for arctic, you seem to be using this font (please correct me if i'm
wrong):
http://www.fontbureau.com/fonts/Scout/
since this is a copyrighted font, you are not allowed to redistribute it.
therefor, we can not host your skin in our addon repo, not even in the
skin-dev one.

paths so that it was easier for users to make themes and swap

It is however in dev repo which was meant as a in between step
to official repo. So if you are not planning on releasing it i
think we should remove it from dev repo as it was not the
