As some have been asking about delays in processing mailing list PRs,
I'm re-sending this request for github users to submit their PRs via
github, rather than the mailing list. This will speed-up and
streamline the PR review process.

Since a while several add-ons dev have been using github to directly
send add-on updates by using pull requests. Since this is a lot easier
to manage than a mailing list and most are already using github to
some extent we would like to ask all that can are able to use that
method.

If you are not comfortable using github pull requests yet or you are
simply not using git at all you can continue to use the mailinglist.

IMPORTANT!
Skin are only done through mailing lists as have been done in the
past. Using github for skins is too difficult to properly review.
