I did some Google searches to figure out the solution, but forgot to post my results.
It appears that I do NOT need to install any packages. Instead, I need to supply the headers for compilation: sudo apt-get install libcairo2-dev librsvg2-dev libpango1.0-dev sudo apt-get install libgtk2.0-dev This allowed me to compile xboard under several linux distros.
