ran yum clean all (which cleared the hosts cache for fastestmirror),
disabled fastestmirror plugin and sent the node to reinstall. It works
perfectly now.

the Centos-Base.repo was disabled even before that, but fastestmirror
plugin is enabled the moment yum starts.
Possibly easiest to resolve is to break the yum logic to two steps:
yum clean plugins
yum --disableplugin=fastestmirror -y install ...
in otherpkgs.
Haven't tested that.

has problem.
Put the blcr instead of blcr.x86_64, since the rpm name is
blcr-0.8.4-1.x86_64.rpm
Following dependency could not be found in the specified path:
pkgconfig(libxml-2.0) is needed by hwloc-devel-1.3-0.el6.x86_64
perl(DBI) is needed by slurm-slurmdb-direct-2.3.2-1.el6.x86_64
libpq.so.5()(64bit) is needed by slurm-sql-2.3.2-1.el6.x86_64
The reason that updatenode worked in your env was that updatenode run
the 'ospkgs' postscript inside that cleaned/created the corrected
.repo file. As a work around, I added the 'ospkgs' as the postscript
for the node in your env, but did not get chance to get the result.

So you meant the otherpkgs during the installation did not
work, but update
ohterpkgs worked after the reboot of the node, right?
Could you confirm that the optherpkgs was added in the
postbootscripts
attribute (postbootscripts=otherpkgs)
