Sorry for the delay.

Are you trying to soft-iscsi boot VMs with no 'hard drives' (as far as KVM
is concerned) or trying to have the iscsi targets appear as 'normal' drives?

Based on the description, I'm assuming the former with an intent to soft
boot.  If that is the case, then is the virtual machine's iscsi fields in
xCAT setup?

e.g. nodels <vm> iscsi output

iscsi.target, iscsi.server at a minimum should be defined.  Nodeset should
then manipulate dhcp to set root-path just right so that xNBA will set up
iBFT and either PXE or boot to said disk, depending on if you are trying to
'install' or 'boot.  I have used this mechanism repeatedly to test iSCSI
installs before taking it to bare metal.
