I am trying to deploy multiple VMs to a KVM hypervisor using xcat. If I
submit them quickly one after another (that is I do not wait for the VM to
fully setup and finish before executing the next deployment) it seems that
beyond ten such submissions I start to encounter the following error on
most of the VMs during the pxeboot process.

No more network devices
This does not happen if I deploy one at a time and let each complete first
before deploying the next.
