xCAT 2 does not have the equivalent addclusteruser and pushuser command.
To add a user in xCAT2, you would just use the OS useradd command. There
are a variety of ways you could push it to the nodes. One way is to sync
the /etc/passwd /etc/shadow and /etc/group files to the nodes. You can
use the parallel command xdsh/xdcp psh/pscp to do this.
There is the possibility that someone on the mailing list has implemented
their own version of addclusteruser and pushuser for xCAT2.

Subject: [xcat-user] Recently Upgraded xcat and can't find commands we
            used to have

We recently upgraded our xcat installation from 1.3 to 2.6.11. Before when
we added users to our cluster we were able to use addcluster user and then
pushuser to add them to every node in the cluster. Now it seems that in
xcat 2 those commands no longer work and I was wondering if there was
another command similar to that or what other users suggest I do instead of
using those commands. I did look through the xcat command list and didn't
really see anything that was similar. Thanks!
