I don't know if this will do what you want, but makedns has a -e option
that says send the dns update records to the dns listed
in /etc/resolv.conf.  Maybe you could use that to configure your 2nd dns.
I haven't actually tried it myself.

I could be wrong, but I imagine it would be the same as setting up any
other Bind slave. xCAT doesn't do anything special with the Bind
configuration. It is just a standard Bind master with normal records.
