The short answer is not even with cygwin is it going to work... The longer answer is that we can suggest things depending on functional scope that might be a good fit for the platform (e.g. we have actually helped specific pieces run under perl in windows or referred to other projects depending on the piece).
We also have a powershell client for windows to use powershell to do xCAT commands (though the xcat server in that case is still on a linux system).
