The xCAT genimage command is used to create the diskless image, using an osimage definition to specify how the image is created. Typically, to change the /tmp partition size, you would write a postinstall script for your osimage that genimage would call to change your /etc/fstab in the image. There are many examples of this shipped with xCAT.
See /opt/xcat/share/xcat/netboot/rh/compute.rhels6.x86_64.postinstall for a RH example.
