The users in question are defined in our policy table, and have no problems 
using "chdef", or "tabedit", for example.

        "6.7","fennm",,,,,,"allow",,

But when running "chtab", they can't access the xcat mysql database:

drdxcatm:~$ chtab node=labcm0001 nodetype.profile="cm-dev"
DBI connect('/etc/xcat/nodetype.sqlite','',...) failed: unable to open database 
file at /opt/xcat/lib/perl/xCAT/Table.pm line 790
Can't call method "prepare" on an undefined value at 
/opt/xcat/lib/perl/xCAT/Table.pm line 807.

This can be fixed by opening up read permissions on /etc/xcat/cfgloc, but given 
that this contains the mysql password, it's dangerous.

Should non-root users be able to use the xcat "chtab" command?
