One possibility could be any firmware change that might have occured
against the system/NIC. I'm unfamiliar with any such defect specifically,
but then again that appears to be an Oracle server which I have no
experience with. The only scenario I know of specifically requiring
ProxyDHCP respnose in the general case is UEFI windows boot.
Two other possibilities off the top of my head are:
-Change to management server ip address such that 172.20.200.1 sends a
different 'next-server' than expected
-Another deployment software at least partially installed on the network
segment inducing the firmware to require ProxyDHCP answer.
I have not fleshed it out, but you might be able to tweak proxydhcp.c to
satisfy your need (it is currently hardcoded to assist Windows UEFI
deployments only).

Subject: [xcat-user] PXE boot problem
Hi, Can anyone help with this error. Our xcat server and dhcp server are
on different servers. Things have been working ok until we started
seeing this error a few days ago. There have been no configuration
changes on both the xcat and dhcp server. Since the problem started most
reboots fail, but occasionally a node will boot successfully(but failed
previously and subsequent boots on the same node fail). There is no
firewall on the network.
