I just recently did something like this. I used, as a template, the Wiki 
document for setting up an HA management node with shared data.

Rather than sharing the data with NFS, I copied the data with rsync. I was able 
to do the switch of management nodes without any user interruption. There were 
some hiccups on my end though so this isn’t perfect. Also keep in mind any 
other functions that your management node is performing besides the xCAT part.
