Hi Dmitri,
Yes, xCAT is still supporting REST API. In fact, we have more
applications using the REST API so that the API has been enhanced during
the year.
xCAT-UI is just a gui interface what xCAT is dropping in 2.9. For
people who still want to use this gui, they can use xCAT 2.8.x. releases.
