I recommend to use 'GitHub Issue' + 'GitHub Pull Request'.

The 'GitHub Issue' can be used to discuss the requirement and design.
The ''GitHub Pull Request'' can be used to discuss the implementation.

In xCAT team's plan, the mailing list will be replaced by the 'GitHub
Issue' system gradually.

Hi all,

I want(need?) a new feature added to xCAT (which obviously I'll
contribute). What I want to know is that what would be the proper forum to
outline it for review?

Possible locations I could think of:
- GitHub Issue
- GitHub [WIP] merge request
- New page on project Wiki
- Mail to xCAT mailing list
