I recommend to use 'GitHub Issue' + 'GitHub Pull Request'. The 'GitHub Issue' can be used to discuss the requirement and design. The ''GitHub Pull Request'' can be used to discuss the implementation.
In xCAT team's plan, the mailing list will be replaced by the 'GitHub Issue' system gradually.
