Not sure why SL7.2 has this strange behaviour since we did not see this in rh7.2
 
Did you copied the correct template and pkglist file from rh to SL?

When I set DEVICE=eth0 in the file, it works.

Additional info: I have set "addkcmdline=net.ifnames=0,biosdevname=0"
because we have software that relies on traditional interface names.
