Yes, In August 2015, xCAT moved off of SourceForge for 2.11 and later releases.  We tried to indicate that on the SourceForge pages. The code is now over on GitHub, https://github.com/xcat2 You can find more information in the landing page https://xcat.org  Links to source/doc/issues.
 
The majority of the xCAT development team is within IBM.
