Update: problem solved.   Turns out that DHCP was handing out the wrong IP
address for the DNS server.   We had started the install on on IP, then
moved it to another.  We thought we had caught all of the changes in IP,
but clearly not quite.  Once we updated, then reran makedhcp, nodediscovery
has started working.
