I don't have firsthand experience with provisioning Dell PowerEdge C6525
servers, however, xCAT 2.13 is quite old.
There have been several updates in more recent xCAT releases that might be
needed.
Where specifically is the process failing? Have you tried using:
xcatprobe osdeploy -n NODE
to monitor the install process?

Hello,
We are currently working on that installation of a set of Dell PowerEdge
C6525 compute nodes using xcat 2.13. We are installing RH 7.9 and we have
tried both our diskless and diskfull installations to no avail. We can, I
note, install the nodes using the genesis build, but that is all we can do.
Using our xcat builds we have successfully been able to install our R6525
login node, but the compute nodes will not install. Has anyone had any
success in installing these Dell nodes, and if so could they please share
any useful insights into the process?
