I don't use Windows, and so I don't have a Windows compiler.  The native 
Windows
code is out of date with respect to the current revision, and I am 
unable to update
or test it.  I know that the link has been down for some time.  Perhaps 
by CC'ing
this email to the xcircuit-dev email list, I might get a response from 
somebody
who knows more about it.

There is always the Cygwin version of xcircuit, which requires some
investment in time and resources to download and install the Cygwin base and
X server, but at least doesn't involve any broken web links.
