The grammar and the type system are two different things. Where the
grammar says "tuple-type", it is referring to a specific production.
That production might not actually produce a valid tuple type. For
example, `(inout Int...)` satisfies the production for tuple-type but is
not a valid type declaration for a variable, nor is it a valid type for
the arguments of a function.
