developer.apple.com/downloads isn’t letting me download Xcode 6.2, saying I’m
not authorized. Before I descend into Developer Programs Hell, does anyone else
have this problem, which would suggest a server problem that I should just wait
out?

Details:
I just logged into developer.apple.com, and went to /downloads, where I see
Xcode 6.2 waiting for me. The alternative, through the Mac or iOS Dev Centers,
forces me into the Mac App Store, and nothing good comes of getting Xcode
through there. (For my purposes; you’re welcome to ask.)
I click the file name, and am immediately dumped into a page telling me I “do
not have permission to access this page [sic].” I’ve tried under my individual
programs account, and as the Agent of two others. In each case, I took care to
accept the revised Mac and iOS development licenses, and logged out and in.
I’m admitted to the 8.3b2 page of the dev center, so it seems I _am_
authorized, unless someone here can tell me about another hoop to jump through.

I hate developer-programs questions on these lists, but here I am. My excuse is
that it’s about how to obtain Xcode, disseminating news of difficulties in
obtaining it, and how to reduce the load on the human and server bandwidth of
Developer Programs.
